
Kaplan Health Innovations is led by Roberta Kaplan, PA, MPH, MS, a health care professional with over 35 years of experience. A graduate of Cornell University’s College of Human Ecology, Ms. Kaplan went on to obtain certification as a physician assistant (The George Washington University School of Medicine and Health Sciences). She continued her education earning master’s degrees in public health (The Johns Hopkins University School of Hygiene and Public Health) and organizational development (American University School of Public Affairs).
Ms. Kaplan has worked in the federal, state, and private sectors and has exceptional expertise in health care compliance, quality improvement, research, analysis and evaluation, policy development, and project management. She is an effective and articulate communicator with a natural analytical ability to identify problems, negotiate and resolve issues, and determine strategic solutions.
Ms. Kaplan started InnovaHealth Innovations in 2014 and, to better reflect its origins, changed the name of the company to Kaplan Health Innovations in 2019. Prior to becoming a health care consultant, she worked for the Oregon Health Authority as one of the original site visitor’s for the Patient-Center Primary Care Home program. The program is designed to help improve the health of all Oregonians through the care they receive. From 2012 to 2014, Ms. Kaplan evaluated program performance and outcome measures, wrote comprehensive reports, provided technical assistance to clinic management and staff, and monitored recommended corrective action.
From 2010 to 2012, Ms. Kaplan focused her efforts on researching, analyzing, and evaluating health care utilization patterns of vulnerable populations in communities in Baltimore, Maryland and Harris County, Texas. To improve health outcomes, she recommended strategic changes to local and state health departments.
As a program coordinator for Acumentra Health (now Comagine Health) from 2008 to 2010, Ms. Kaplan was responsible for coordinating external quality improvement oversight for Washington State’s Healthy Options program. During that time, she analyzed quantitative and qualitative data and evaluated the clinical effectiveness of managed care programs, monitored and compiled complex, multi-functional policies to meet state and federally mandated compliance requirements, researched trends, and developed strategies and interventions for improving access to and quality of health care operations. Ms. Kaplan also utilized the National Committee for Quality Assurance health care performance and quality improvement tools to analyze delivery and identify best practices. All of this led to improved delivery of primary care services and clinical outcomes for underserved and vulnerable populations.
From 2003 to 2008, Ms. Kaplan worked as an independent medical writer and editor. During that time, she researched, analyzed, wrote and edited over 225 investigational study protocols, evidence-based practice guidelines, clinical case studies, NIH grants, continuing medical and nursing education programs, FDA compliance documents, peer-reviewed journal articles, white papers, patient guides, poster presentations, and manuscripts.
